Persecutes people color in its poorest most marginalized part of the City, the Pico neighborhood, litigates against them, refuses to allow District elections so that people of color in Pico can elect a representative of their own choice, even though the court has ruled that not allowing people of color to elect their own representative violates the Voting Rights Act. Touts itself on its website as a "caring forward thinking community"...its action speak to the contrary...several years ago the ACLU filed a lawsuit against the City for its inhumane treatment of and violating the constitutional rights of homeless residents suffering from mental illness. Allows residents who suffer from disabilities and who are veterans to be evicted and rendered homeless.
